Therefore, if I am overcome by self-interest at the expense of my fellows, I can routinely engage in repeated criminal activity in an attempt to successfully succeed in evading conviction in a small fraction of my offenses.Certainly, for a second offense by the same individual, some punishment, over and above simple restitution, must be considered for its pedagogic value—i.e., as a deterrent to the recalcitrant offender.Keith Töpfer
